New Gotei 13

A great deal of the Court Guard Squads' command were killed in Aamon's genocide. Because of this, Retsu Unohana was transferred from Squad 4 to become the new Head Captain. Several other Captains were brought out of retirement to take other posts: Yoruichi Shihouin as Squad 2, Binah Psyche as Squad 4, Kukaku Shiba as Squad 5, & Kisuke Urahara as Squad 12. The former Squad 2 Captain, Soi Fon, was transferred to Squad 3. In addition, there were several promotions: Kite Braudel to Captain of Squad 6, Noah Deluge to Captain of Squad 11, Kira Isaan as Captain of Squad 9, and Lilith Psyche as Lieutenant of Squad 13. Finally, Neliel Tu Oderschvank and Tipheret were brought on as the Captain of Squad 7 and the Lieutenant of Squad 11, respectively.

During Keter's war, Binah, Kira, and Tipheret turned traitor. With the exception of Binah, who is on the run, they were eliminated. Noah died in battle against Keter. Because of this, Yoruichi was transferred to Captain of Squad 11 & Soi Fon resumed her former post. Lilith was promoted to Captain of Squad 13, & she in turn promoted Rukia Kuchiki to be her Lieutenant.

I don't understand why Nel is a captain. I never liked the idea of making Arrancar captains. I also don't get why there is no lieutenant for Squad 7 and not vacancy either.

Cuz Nel is a BAMF! Also, the Gotei is rebuilding, they're taking what they can get, and they know Nel is capable enough, she practically Kenpachi'd her way in.

I was hoping you'd ask that, Harley. Since neither Rangiku nor Taiyo seemed particularly...responsible, I reasoned that they would keep the post vacant & observe them to see if either one would prove eligible for a promotion.

The lack of a vacancy is a mistake. As for why Nel was accepted, the majority of their members (Kira, Taiyo, Lilith, etc.) are now Hollowfied. If they didn't change their laws, they would literally be destroyed. From that, it's not a huge leap to allowing an Arrancar if s/he proves capable. In fact, Mortal would have technically been the choice for Squad 11 if she'd been around, having defeated Kenpachi.
